Pen and Paper Still Dominate National Exam in W. Sumatra Schools

Pen and paper still dominate in the national exam in West Sumatra high schools, the provincial governor said.

West Sumatra Governor Irwan Prayitno said the computer-based national examination (UNBK) has yet to be evenly implemented in the region due to budgetary constraints.

Of the 497 schools in the province, only 160 – or 31 percent – were able to take the computer-based exams.

The West Sumatra government aims to roll out the UNBK to all schools by 2018.

“There are several high schools in West Sumatra that have implemented the computer-based national examination. For example, of the 16 public high schools in Padang, there were only six [that have implemented the UNBK]. [The numbers from] other districts are similar,” Irwan said on Monday (10/04).

Despite the setback with the full implementing of the UNBK, the number of high school students registering for computer-based tests has increased since last year.

The central government rolled out the UNBK program for high schools with adequate facilities in April, before expanding the program nationwide.

Education Minister Muhadjir Effendi said in January that schools lacking computer facilities can conduct exams at nearby schools that do have access.

“The examinations will not be simultaneous. It’s not possible to have 100 percent [electronic testing] as schools in remote areas are still using paper,” Muhadjir said.

Ministry data shows that only 12,023 of Indonesia’s 97,647 schools were ready to use the UNBK in its initial stage.

The UNBK was implemented in 2015 as part of President Joko “Jokowi” Widodo’s push to modernize the country’s education system.

Meskipun kemunduran dengan penuh pelaksana dari UNBK, jumlah siswa SMA mendaftar untuk tes berbasis komputer telah meningkat sejak tahun lalu.

Pemerintah pusat digulirkan program UNBK untuk sekolah tinggi dengan fasilitas yang memadai pada bulan April, sebelum memperluas program nasional.

Menteri Pendidikan Muhadjir Effendi mengatakan pada Januari bahwa sekolah kurang fasilitas komputer dapat melakukan ujian di sekolah terdekat yang memiliki akses.

“Pemeriksaan tidak akan simultan. Ini tidak mungkin untuk memiliki 100 persen [pengujian elektronik] sebagai sekolah di daerah terpencil masih menggunakan kertas,” kata Muhadjir.

Data Kementerian menunjukkan bahwa hanya 12.023 dari Indonesia ini 97.647 sekolah siap untuk menggunakan UNBK di tahap awal.

Student Commits Suicide After Revealing National Exams Cheating Scandal

Padang Sidempuan. Amelia Nasution, an 18-year-old high school student, committed suicide on Monday (10/04) after a teacher threatened to throw her in jail for exposing a cheating scandal.

Amelia, a student at the SMKN 3 vocational school in Padang Sidempuan, North Sumatra, and two friends – Iddia Annur and Rini Afrianti – took to social media to protest a teacher, identified only as E., for allegedly leaking answers to the computer-based national examinations (UNBK) to his daughter.

According to a friend, E. threatened to throw Amelia in jail and demanded that she pay Rp 750 million ($56,000) in fines after the group’s social media post exposing the scandal.

Panicked, Amelia subsequently drank a bottle of herbicide on April 1 just outside of her home. However, neighbors found her still alive, when they rushed her to the Padang Sidempuan General Hospital where she underwent nine days of treatment in an attempt to reverse the effects of the poison.

According to the North Sumatra Ombudsman Office chairman Abyadi Siregar, Amelia passed away on Monday.

Local children and women’s protection watchdog Burangir Foundation said it will report Amelia’s death to Padang Sidempuan Police for further investigation.

“We are ready to advocate for the victim’s family and friends involved in the case. We will soon file a police report,” Burangir Foundation secretary July H. Zega told local news website PojokSumut.com earlier this week.

Menurut ketua Sumatera Utara Ombudsman Kantor Abyadi Siregar, Amelia meninggal pada hari Senin.

KPK Wants to Cooperate With Universities, Introduce Anti-Corruption Curricula

Jakarta. The national antigraft agency seeks to introduce anticorruption curricula to educational institutions, its deputy chairwoman said in a seminar at Atma Jaya University in Yogyakarta on Monday (27/02).

Universities play a strategic role in eradicating corruption by educating students to fight against it and by preventing it at their own campuses — in student admission, budget management, faculty appointment and exams, Corruption Eradication Commission (KPK) deputy chairwoman Basaria Panjaitan said during the seminar.

“We need to have anti-corruption curricula or extracurricular programs at the campuses,” she said.

Basria added that based on the KPK’s research in Yogyakarta, in 2015, only 4 percent of children had been taught by their parents about the importance of being earnest. These lacks in upbringing should be addressed by the educational institutions to reinforce the students’ integrity, she said.

Atma Jaya University lecturer from the Faculty of Law, Anny Retnowati, said that all stakeholders, including students, have a role to play by reporting all incidents of corruption.

“Such actions are protected by the law,” she said.

Another speaker, law lecturer Zaenur Rochman of Gadjah Mada University, said that corruption in Indonesia is an after-effect of feudalism, which requires people to pay tribute to the rulers in exchange for security.

“As integrity is closely related to character, universities should teach their students to be honest,” he said.

The seminar was held to strengthen the KPK’s efforts in preventing corruption through education.

“Kita perlu memiliki kurikulum anti-korupsi atau program ekstrakurikuler di kampus,” katanya.

Basria menambahkan bahwa berdasarkan penelitian KPK di Yogyakarta, pada tahun 2015, hanya 4 persen dari anak-anak telah diajarkan oleh orang tua mereka tentang pentingnya menjadi sungguh-sungguh. Ini kurang dalam pendidikan harus ditangani oleh lembaga pendidikan untuk memperkuat integritas siswa, katanya.

Education Ministry Orders Recall Of ‘Vulgar’ Children’s Sex Education Book

Jakarta. The Indonesian government has ordered a publisher to withdraw a sex education book for children — which addresses the subject of masturbation — for being too vulgar.

The publisher of “I’m Not Afraid to Sleep Alone and Learn to Control Myself” apologized for causing any offense but said the book was written to help parents teach children how to protect themselves from sexual harassment.

The Education Ministry said the book, written by Fita Chakra, contained pornographic content and cited a depiction of a cartoon boy’s thoughts as he hugs a bolster pillow when he cannot sleep. It also includes a part where the boy finds a new “game” of putting his hand inside his trousers.

“The content of the book is not appropriate for children. It’s too vulgar,” the ministry said in a statement, adding the publisher must recall the book or face “strict sanction.”

Sex education in Indonesia, which has the world’s largest Muslim population, is uncommon and casual conversations about sex are often considered taboo.

Awaluddin Tjalla, head of the ministry’s center of curriculum and books, also said the ministry was speaking to an association of publishers to urge it to take action against the publisher of the sex education book. He did not elaborate what form the action could take.

The author was not immediately available for comment, but the publisher, Tiga Serangkai, said it had consulted psychologists as well as pediatricians when researching the book.

“Our intention was to help parents explain to children how they can protect themselves… from people with ill-intention,” it said in a statement.

The book also contained educational material on sexually transmitted diseases and “basic knowledge that is important for a child to know from early age,” it said.

On its Instagram account, Tiga Serangkai said: “We understand that some in our society are not ready for sex education at an early age,” adding that those who had bought the book could return it and get a refund.

The publisher said the book had been withdrawn since December, but that it had found copies still on sale at some online stores.

Some Indonesians turned to social media to complain. An Instagram user with handler @revitatiaman said: “I’ve seen a few pages of the book and I don’t think there’s any education in there. It will only damage a child’s moral.”

“It’s better to soothe a kid who is learning to sleep by himself at night with reading or praying,” another user @pipijippie said. “For Muslims, it can be done by reading the Koran, not by introducing the kid to sexual activity.”

Cigarette Companies Deliberately Target Schoolchildren: NGO

Jakarta. Cigarette companies in Indonesia are targeting schoolchildren by spending massively on advertising in and around school areas, non-profit child advocacy organization Lentera Anak Indonesia said on Thursday (23/02).

After monitoring 90 schools in Padang (West Sumatra), Mataram (West Nusa Tenggara), Tangerang Selatan (Banten), Bogor and Bekasi (West Java), the group said conspicuous cigarette advertising is nearly “everywhere” around the schools.

Lentera Anak chairwoman Lisda Sundari said the Education Ministry had issued a regulation in 2015 banning smoking cigarettes inside school grounds, but the regulation is powerless when it comes to protecting students from exposure to massive cigarette advertising.

Food stalls and small kiosks around schools are “best agents” for cigarette companies targeting these students, Lisda said. The owners are paid between $45 and $300 a year to install a 2 meter-square banner at their stalls and kiosks.

“The cigarette companies want to ‘normalize’ these massive advertising. They want schoolchildren to think there’s nothing wrong with smoking cigarettes and forget the health problems it could create,” Lisda said.

At least 61 cigarette brands put advertising next to schools during the group’s research between September 2016 and February 2017.

In another research conducted in 2015, Lentera Anak found out 85 percent of schools were surrounded by cigarette advertising.

Students fight back

Around 2,700 students in the 90 schools that Lentera Anak studied were briefed about the threat of cigarette ads during its four-month monitoring and guidance program.

The schoolchildren banded together online to create an anti-cigarette ads campaign using the hashtag #TolakJadiTarget (“Refuse to be a target”), with a goal of pulling down all cigarette advertising in school areas.

In Mataram, students collected money to compensate kiosk owners who were willing to pull down their cigarette ad banner and replaced them with a banner from the #TolakJadiTarget campaign.

In Bekasi, schools worked with the district’s public order agency to raid kiosk owners who still install cigarette ads.

“We’re trying to persuade the district administration to issue a regional regulation banning cigarette ads around school,” Uchi, a teacher in a state junior high school in Bekasi, said.

Only four regions in Indonesia have issued outright ban on cigarette ads around schools.

Padang Panjang and Payakumbuh districts in West Sumatra have ruled out cigarette ads around school as part of an anti-smoking regulation in school areas.

Jakarta and Bogor have issued outright bans on cigarette promotion near school areas.

Around 300 schoolchildren are scheduled to perform a play satirizing cigarette ads in front of Merdeka Palace in Central Jakarta on Saturday to call on President Joko Widodo to support their anti-cigarette advertising campaign.
